I disagree (slightly) with your point about the president not being able to declassify RD and FRD. They can't do it as easily as other classified material, but it can be done, though its ugly. 42 USC § 2162 provides that the NRC and the DoD have joint declassification authority, and if they disagree, the president is the tiebreaker. So the president could do a Saturday Night Massacre on the SecDef or Sec Energy and replace with a declassification lackey.
