My understanding is that was true till maybe late 1920s but after the hebron riots the indigenous jews were basically forced to side with the zionists.
i don't agree really that it was about a military outpost. its a plan that was made in late 19th C and been implemented since then.
of course a lot of the impetus in recent decades has come from the military aspect but in the mid war period, which was decisive, i don't think that was relevant.
