"content": "The technology to rule didn't exist yet, if you are thinking of tribal peoples.\n\nNow they did fight all the time, and the violent death rate was higher than under civilization. Both war and murder were common.\n\nThe bigger issue is that, when technological civilization arrived, all of those tribal societies were overrun. How do we prevent that?",
