I kind of know what he's talking about, but his understanding is wrong. Simply put, everyone belongs to a certain city. You can go to any city to live and work. When you meet certain conditions, you can change the city you belong to, and the conditions vary from city to city. But in recent years, the gap in benefits and rights between these two types of identities has been gradually narrowing. So this system doesn't hold much significance anymore, and it's just a matter of time before it gets abolished.
