There is a supply cap every day that cannot be surpassed. There cannot be less than 21 million XMR until 2040. It applies the same logic as bitcoin... every day dozens of bitcoins are thrown into circulation thanks to mining, currently monero only creates 0.6 XMR per block, having less inflation than bitcoin. so is bitcoin unlimited because of mining? No, and having a total limit by 2140 is the same as Monero's supply being limited by X or Y date.
