It is a centralised public ledger, the premise is that people can monitor it and hold the issuer accountable, but if it is free as it is now, then it is open to spam until it is too expensive to mirror, so while they are pretending to have solved the problem that Blockchains need fees for, we can call them out on their bullshit, ans have fun while we are at it.
