Almost 3 years to the day I posted PEP 665 to try and standardize lock files. It was ultimately rejected due to the lack of sdist support.
Yesterday I posted PEP 751 to try and tackle this problem again, but this time w/ sdist support! I also tossed in per-package locking along w/ per-file locking (read the PEP to find out what that means). Thanks to my kid for showing up 2 weeks late so I had the time to draft this in March.
