It's frustrating. But even cash doesn't always go to the person you give it to. They often have to pool it and the house gets a cut, as do various other people you didn't interact with. Electronic is worse, obviously. But yeah add in newcomers that don't know the laws and people afraid of getting fired and it's a disaster.
