Sounds like a massive backing away from SNP party policy from John Swinney this morning. Instead of bringing Scottish energy into public hands via a National Energy Company, he's now talking about using public money to subsidise private companies if they provide a "social tariff" for the poor and elderly.
I hope the manifesto will clarify this when it's out.
