I think this is already happening in many fields. I would say that the vast majority (75%?) of the papers we read in my lab's journal club are preprints.
And, anecdotally, I think I get more feedback from preprints we post than from papers we publish.
I'm just not sure that the "block journal subscriptions" make that much difference. The large part (for me personally) is that the block journal subscriptions get me access to older papers that are not available on preprint servers.
