Canada has a similar program today, though the folks who are victims of it do so more or less voluntarily. Whether they understand the shit bargain they're making is another question. That's been going on for decades though, especially with farm labourers. This UN report is just a recent development.

As to black slaves of American Indians, they were freed by an agreement between the Confederacy and the Cherokee, Chickasaw, Choctaw, Muscogee, and Seminoles via the Emancipation Proclamation of 1863 which granted them full citizenship of the first nations in question. However many thousands weren't officially recognised as tribal citizens nor allowed access to treaty rights until less than 3 years ago following a Cherokee Nation Supreme Court ruling resulting from many years of external pressure from the US government. If I'm not mistaken the Seminoles are still fighting it.
