That's a lot of text, but some countries supported it, some banned it, many banks shut down accounts if they even suspected that you were dealing with Bitcoin, and in US only two or three banks even dealt with Bitcoin companies. Silvergate Bank was one, and it got shut down.
No... Trump hasn't been planning to take down anything. I know the guy well, since I'm friends/acquaintances with three people who know him personally, including his right hand man for 47 years George Ross. Trump knows business and how to use banks and loans for his benefit, but he doesn't understand money itself or any of these central banking issues. He doesn't care. It's also why he was so wrong about Bitcoin during his first term.
The reason banks are "allowing" bitcoin is very simple: banks are in the business of earning a profit, not to support one currency over another. They support and even own Bitcoin directly so they can make money and won't get left holding worthless fiat bags. Not all banks of course. Plenty of bank CEOs are still dumb about Bitcoin.
