But what I mean is, not all corporate software development is agile, and the problem described in the article sounds to me like a problem with corporate software development in general, and not a problem specifically with agile software development.

Agile may not be a solution but it’s weird to pretend it’s the source of the problem. Non-agile corporate software teams (waterfall? 🤷) are not doing any better at this.
