It is unlikely Biden will step aside, or that the DNC can allow it.
Due to the primary system used in the USA, in many states the final ballot cannot be changed at some date post-primary. Some of the larger states are already past this date, and VP Harris would be unable to win Electoral College votes from those states.
Unless the President were to die, at this point he cannot step aside. It is just a Republican campaign myth, and it always was.
