Riverside, the place I think of as "home" in Southern California, has a long tradition of doing a Fourth of July fireworks display from a very historical, very flammable foothill called Mt. Rubidoux.
There's also a long tradition of shrugging "if there's a fire, we'll put it out."
Every year, there's a brush fire. The only variation is how many acres are scorched, how close people get to losing their lives, and how long the hillside holds a charred reminder of the consequences of this lack of planning.
