I'm not sure, of course, but my impression is that the problem is islamism, not refugee camps. The timeline seems to suggest the Gazans were first used as a pawn for the islamists in the area, and in the process became true believers themselves. Problem is once the true believer-situation has settled in, there's little changing it, and the origins cease to matter.
And Alaska? Come on, that place is gorgeous.
Although, I'll grant you, they might be too busy figuring out how to survive in the proper north to make much trouble.
