What I think makes Putin odd in the dictator club is his interest in doing it right by the people, not just for the interest of the elite. In particular, he's the only roadblock on the way to progressive taxes. Not getting robbed blind the moment you get some decent coin is of one the weird things that are keeping Russian economy afloat.
Or how about this. Putin has strange ideas about the legitimacy of the state. In particular, he put his foot down when everyone in power and in media wanted vaxx mandates. His rationale was that the "vaccine-hesitant" were an indicator of the lack of the trust in government, and it was extremely concerning. Sure it was easy just order every citizen to jab, but that would be wrong. I call this "strange" because it all co-existed perfectly with a brutal lockdown, where citizens had to present a time-limited QR code in order to come out to buy groceries.
