So while I agree that localised decision-making might very well be better (and this is a relatively widely held opinion in the UK), the highly centralised political culture here (and elsewhere) is what makes it difficult to utilise Swiss experience(s), although there have been some attempts.... and as to culture & democracy; this is a big discussion in political science, and certainly some would argue culture follows democracy, while others argue the opposite - but there seems little consensus
