an oligarchy is what you get when, as a government, you are okay with your citizens amassing the fortune of small countries. if you don't curb wealth, the wealthy fight your power and oligarchy invariably happens.
i already found this peculiar as a 20 year old. but here we are, 24 years later, and it went exactly as i thought it would.
