Back when the Manual of the Planes for #dnd 3rd Ed. came out, I was disappointed that it wasn't a Planescape book.
But now, I very much appreciate that it didn't try to be the new Planescape book, but instead be a GM's workbook for constructing your own custom cosmology for your homebrew setting. The chapter on the outer planes describes the classic Planescape planes as examples (62 of 218 pages), but the rest of the book is all about creating your own cosmology.
