The common Russians have little to no agency and thus connecting the dots between Putin starting the war and their relatives dying there would lead to admitting one's own helplessness. Which I suppose human psyche tries to avoid at all costs. In this case it results in blaming others, a common ruse.
Meaning to understand this, not to absolve them.
