You’re asking the wrong people the question. Nostr is an open protocol, meaning anybody can develop it. @primal and @damus are just examples of a plethora of tools available, so you should ask the wider #nostr community, if there are note scheduling tools available.
Expecting clients to build this feature into them is just an example of how you force centralisation of tools
