It doesn't assume you know where bug reports go, it links you directly to bugzilla in the "file a bugzilla" section, with pre-filled fields to categorize the report correctly.
For patches, the "open a merge request" section links to the GitLab namespace. This should probably be expanded to explain how to find the correct repos within that namespace.
