Yes, it's definitely communities.
To be honest, I suspect "better trending microblogging algos" would just slightly shift this effect to a different clump of users, rather than eliminating it. Rankings invariably lead to homogenization and blandness. Post things that trend. Don't post things that don't trend.
It's training humans, as if they were dogs (or smart-bots), and only those who are extremely centered can withstand that, over time. And those few will slide into irrelevance.
Communities allow people to stay human, and still be heard.
