I think I'd maintain that there remain areas of the UK HE system that are 'world class', but its increasingly fragile, and certainly overall (if world class-ness can have degrees), not as world class as it was some years ago... the difficulty is that the peaks obscure the troughs (as it were); but I think your general point about the start of the decline is right - I became an academic in 1997 & a Prof in 2005, and certainly I have witnessed decline not ongoing general success
