The costs of servicing cars and maintaining them come as very unwelcome lump sums to their owners, while the cost of maintaining the road network is basically invisible and spread across the whole of the public: my proposal to encourage mode-shifting would be for Treasuries to change that and make that maintenance an upfront cost to road users. Yearly Road Upkeep Tax, bang, and a tax break to households who don’t own cars (which would be very progressive since they are, by and large, the very poor, the very old, and children too young to drive).
