did the trick of waving my hand in front of it - no strobing. my other LED bulbs definitely have higher ripple voltages than these. they also have a very short (~200ms) fade-on and fade-off effect, which is imperceptible when you're not paying attention but quite pleasant when you are. this may imply there's inrush limiting going on to keep the caps happy.
