If you allow instant signups, you are opening your server to spammers and causing huge headaches for hundreds of other server admins who all have to block the spammer that has taken up residency on your server.
The latest wave of spammers are *all* on servers that have instant signups. Please switch them off!
Yes there is some extra work in approving signups, but it's a lot less work than dealing with spammers.
