The extent of the damage is such that you don't do it with one or two or even multiple missiles. So either Russians did it or Ukrainians somehow planted explosives on the Russian side of the dam. Occam's razor says what?
One plausible scenario I've seen is that the Russians were planning to only blow up a little bit of the dam. Just enough to flood out the Ukrainian soldiers on the islands/marshlands. This is what Russian propagandists were clearly geared up for and small damage could be explained with missiles and artillery. Instead they fucked up and blew up enough of the dam to empty the whole reservoir.
