According to the worldbuilding guidelines of BECMI, a "large" town of 5000 people constitutes the center of a civilized area that extends for six 24-mile hexes around it, plus a further three hexes of borderlands. Beyond that lies true wilderness.
I'm really curious whether anyone involved did look on a map for reference and if this is really what was intended for the scale.
