1. Put people you don't like in a restricted area.
2. Restrict food, medicine, fuel, water, travel.
3. Make it clear that you are contemptuous of the people you're restricting:
- declare your country to be religiously exclusive of them;
- evict them from homes they've had for generations;
- strangle/destroy agriculture, commerce and jobs
- disrespect their beliefs by disrespecting their holy places
4. Expect them to tolerate your behavior.
