I need like remedial parliamentary lessons from my French/Parliament having friends on here. What does this mean "should be allowed to form a government" - like in the US we dont stop "having a government" (in the formal sense), and the election just means who is in the government - I am aware that when there isnt a majority in a parliamentary system they have to form coalition governments, but like... what is the alternative? Is there a circumstance where they would not be "allowed to form a government"?
