This and many other incidents and inmates that act out are a result of the HALT Act from 2021 This law severely restricts the use of Solitary Confinement and the penalties for rules violations that would lead to various restrictions up to confinement
Know that there isn't much that can be done against them there are some inmates that use this to act out with impunity Leading to many COs being assaulted with minor to very serious injuries
I wonder how this played into the inmate death at Marcy
