Nostr is public by nature. It might not be welcomed, but I actually think that China might accept nostr if it gets big enough because they can create pressures on Chinese relay owners to conform to self-censorship and reporting of activity - not good for privacy, but sure as hell better than centralized identities and software feeding endless data about everyone to the gov.
