Its perfectly natural that humans should evolve this way. If you're trying to organize the tribe to fight a mammoth or some other tribe, you can't have everyone having independent thoughts - you just need them to do what they're told willingly.
Of course it also helps to have 5% who DO think independently, because while most of the time they'll just be persecuted, they are the ones who are going to come up with new ideas etc for how to take down mammoths or fuck other tribes up etc.
