The users always have a choice with regard to what consensus rules to
enforce and what software to run. Everyone is welcome to propose changes
and write software that they make available to users.

The users always have a choice with regard to what consensus rules to
enforce and what software to run. Everyone is welcome to propose changes
and write software that they make available to users.
