Well, any border crossing is controlled by two sides, in order to cross you need to be accepted by both. In this case Israel has loosened restrictions on its side in order to make it easier for Palestinians from Gaza to work in Israel. Another occasion I’ve written about Gaza borders was in the context of the economic blockade, when I pointed out Gaza also has a border with Egypt, which is also enforcing very strict restrictions on traffic from Gaza, not because of some abstract hatred or discrimination, but because of threats created by Hamas.
