they used to make them, but the problem with a turbine is that it likes steady and continuous, and that's not the usual power requirements for an automobile
but if you had a combination battery/capacitor/turbine all-electric powertrain, with the right management intelligence built-in, you could have something that would fuelable with basically anything from propane to diesel, would be capable of standalone self-recharging, would have great range (full battery + full fuel tank), and would have all kinds of performance
the downside would be the weight, but I have to think that would be manageable, because you could (and would have to) put the battery deck on a diet to be able to fit the turbine
