In the end, the Mexican authorities can't go against the drug cartels on two grounds, first they are a huge part of Mexico's economy, so effectively cutting illegal drug trade would also plunge Mexico into economic problems.
But, more importantly, Mexican authorities compromise with the cartels because the US runs them.
