The Liberals—either the Party machinery or Trudeau himself—*recruited* Carney and created a special advisory role for him, giving him a seat at the table and grooming him for when the timing was right. Then, when momentum started building for a leadership change, Trudeau moved to push Freeland aside and give Carney her job, to which she flipped the table and decided to make a chess-move of her own by beginning her run for the leadership.

This ‘will I or won’t I’ handwringing is stagecraft, Carney running for the leadership was the game plan from the get go.
