I redid my run because for some reason none of the states wanted to unify so I conquered them which is a dumb move because it created infamy the game has hidden ways you are supposed to launch unification plays but the UI is annoying to work with.
I just improve relations and they all want to join me. The papacy did something like this which is not historically accurate, but neither was my war with them in which the Turks and Brazilians sided with the Pope (I won btw).
