Chinese intellectual Liu Mingfu, a retired PLA colonel, wrote in his influential 2015 book The China Dream that "China’s major goal for the world in the 21st century is to create a non-hegemonic world":
"Whether or not the human world of the 21st century will become one of peace, harmony, and cooperation depends on whether it can become a world without a hegemonic structure.
