this smells more like Russian psyop to undermine US intelligence. The Covid lockdown in China was effectively a 2 year ad campaign communicating that the government could lock down the whole country of they want to.
US manufacturing is all done in China, so disrupting that would only hurt the US.
And it would be super embarrassing if it was ever discovered.
Seems to me there's very little motivation for the US to do this risky thing.
