It is unlawful to use sound amplification without a permit; I’ve had to apply for permits before. However, it is very selectively enforced. Basically, if you’re part of a movement the establishment likes (like “trans”), it will never be an issue; if you’re part of a movement that the establishment doesn’t like, you’d better get a permit and have it available to show the police.
