Your follow list is just a note like any other. On Nostr, EVERYTHING is a note, and your follow list is no different. It's a note called a kind 3 that contains a list of npubs that you are following, and it lives on relays that you write to.
When you use a new client, sometimes it doesn't correctly find your follow list. If you follow someone new while using that client, it will publish a new follow list with just that single npub on it, and broadcast that out to the relays. Any relays storing your previous follow list will delete it and keep the new one.
