The claim that this "Democratic Party-led effort ... has failed" relies on a pretty dubious assumption that he doesn't make explicit in the essay, which is that their goal is some other than to thwart "all of our people power."
I used to do a lot of very hands-on direct anti business improvement district activism involving recording meetings, requesting and publishing public records, and publicly mocking the people involved. They hated it, good liberal Democrats all*, and often told me that I was doing it wrong, that instead of harassing them (as they saw it) I should try to elect people who would change the laws.
They knew very well what effect that would have -- that it would get me nowhere and wear me out. I've gotten the same disingenuous advice from City of LA staff, also good liberals, who rely on electoral politics as a means of diffusing and defanging direct action.
* The real-estate zillionaires that BIDs serve are mostly MAGA, but their staff are mostly bleeding heart liberals.
