I think you'll have more mileage in that analogy.
Neither OpenVPN nor Wireguard nor Strongswan have facilities to call on something to make PD requests for it as far as I know (but would be happy to be shown otherwise as that would be cool in its own way).
It is currently expected that you have organised the resources to "arrive" at/on the physical host before you configure a service that can distribute them logically or virtually.
