"content": "I'm not sure. In 2015 even I think that source selection statement is entirely reasonable. Obviously wrong in hindsight, and arguably wrong in the moment, but still defensible. And there was a reason for two providers, and in that sense I think NASA has done exactly the right thing there - one has a problem and they still have a working transport capability.",
