I was told by my professor that schools used to do in person labs with actual Cisco equipment. However in order to maintain certification as a Cisco authorized school, they would need to upgrade their equipment every time Cisco made a new device, which was like ever six months.
Eventually this became such a financial burden for schools, that they were forced to just switch to Packet Tracer. Which is an objectively worse way to learn equipment.
