As I said, we are going to differ on this... if you're talking about rule by law, then I would agree, but historically the rule of law has actually been about more than just regulatory mechanisms, its included issues like fairness & justice.
My guess is we could agree that the UK currently is violating the norm of the rule of law on areguilar basis while acceding to rule by law ... the difference lies in whether you think the RoL norm has any traction in politics?
